Role
The Senior Compliance Analyst will be an integral part of the Diversity and Equity Department and will support, manage, and administer the Disadvantaged Business Enterprise (DBE) program. This position will provide comprehensive direction that meets compliance requirements with the Code of Federal Regulations (CFR). The position will provide assistance to the SANDAG DBE Liaison Officer (DBELO), Executive Management, SANDAG staff, and Consultants/Contractors. These requirements entail reviews of DBE commitments, development of an annual shortfall analysis and corrective action plan (if necessary), compliance with mega-projects subcontracting plans, Commercially Useful Function (CUF) reviews, good faith effort evaluations, terminations/substitutions, and developing program initiatives and procedures to ensure SANDAG is in compliance with Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) DBE regulations.

Job Responsibilities
• Administer all aspects of the SANDAG DBE program; develop, monitor, and manage the DBE requirements; monitor CFR and ensure agency compliance with FTA/FHWA DBE regulations.
• Provide technical expertise regarding compliance, consulting, education, best practices, and enforcement of the DBE program; prepare resolutions, recommendations, and monitor DBE complaints or disputes that may arise; develop manuals, policies and procedures and implement non-compliance remedies.
• Prepare and present written and oral presentations to the Board of Directors, SANDAG stakeholders, and outside agencies regarding the DBE program.
• Partner with Project Managers, Resident Engineers, Contract Managers, and Vendors to ensure DBE practices are in place and procedures are being followed.
• Administer the Compliance Information System (CIS) (B2Gnow system) and complete setup for new contractors; direct input of subcontractor information and payments while providing vendor and SANDAG support; coordinate CIS Training and prepare training materials.
• Review prompt payment and other system reports to ensure primes/contractors are contract compliant, monitor and follow up with primes/contractors.
• Manage all consultant contracts and task orders to ensure contract provisions are fulfilled and work is completed on time and within budget.
• Manage and maintain SANDAG DBE website content.
• Manage all aspects of the Architecture & Engineering (A&E), Construction Management (CM), and Planning Bench Programs which includes application reviews, monthly and quarterly reporting, responding to Bench inquiries, meeting with Prime Consultants, evaluating DBE and Small Business Bench Utilization Plans, etc.
• Provide quality assurance of imported data from multiple sources and generate reports; analyze data using multiple systems; and troubleshoot as needed.

Experience and Qualifications
• A Bachelor's degree from an accredited college or university, with major course work in public administration, business administration, information systems, or a related field. A Masterfs degree is desirable. A combination of relevant education and recent work experience may be considered in lieu of the bachelorfs degree requirement.
• A minimum of five years of increasingly responsible, professional program administration experience in areas such as business/office services, data analysis, project management or small business development, including some lead or supervisory experience.
• Knowledge of Code of Federal Regulations (CFR), 49 CFR Part 26, various federal, state, local laws, codes, and regulations pertaining to small business development, or DBE programs and the ability to interpret and apply the policies, procedures, laws, codes, service delivery method that will impact DBE goal setting processes and regulations.
• Ability to perform complex, analytical reporting of data from multiple sources and compile and produce reports for management and various stakeholders with use of independent judgment and personal initiative.
• Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of program goals.
• Demonstrated technique with research and reporting methods along with management practices as applied to the analysis, evaluation, development, and implementation of policies and procedures.
• Experience with project management principles, concepts and practices of budget development, preparation, and expenditure control.
• Knowledge of DBE compliance monitoring B2Gnow Software System, modern equipment, computers, and software programs (e.g. Microsoft software packages) and communication tools used for business functions and program, project, documentation preparation and task coordination.
