The Compliance Manager will work with the asset management team and third-party property managers to ensure full occupancy and a full pipeline of affordable housing tenants that are part of various housing programs, or are subject to affordability requirements, including:
Project Based Vouchers (PBVs)
Rental Assistance Demonstration (RAD)
Low Income Housing Tax Credits (LIHTC)
Veterans Affairs Supportive Housing (VASH)
Section 811 Housing
Mentally Disabled Residents
Housing Choice Vouchers (HCVs)
Permanent Supportive Housing (PSH)
Income-based restrictions
What you'll do:
The Compliance Manager will have a variety of responsibilities, including:
Stay informed of changes to regulations and requirements pertaining to HUD and LIHTC.
Establishing and maintaining relationships with HUD and public housing authorities.
Participate in file audits to confirm compliance with program requirements including rent limits, income limits, other eligibility and lease requirements including assuring that overall backup documentation is in place to confirm resident eligibility at the communities in the portfolio.
Overseeing compliance on new residents, perspective residents, and existing residents at time of renewal / recertification
Act as EIV Coordinator and as SAVE Administrator.
Handles MOR, REAC, UPCS, and state audit preparation and responses timely and accurately to avoid an uncorrected 8823; utilizes inspection and audit results as a training tool to avoid similar findings of non-compliance
Marketing and creating ways to efficiently fill available lower-income units with high-quality tenants, and other related tasks as required.

Ideal candidate is smart and driven, seeking an opportunity to work hard and be rewarded for such work. The candidate will be able to work remotely within Texas but will be required to travel around the state to properties within the portfolio frequently.
Qualifications
•5 years of experience with Project Based Section 8 HUD, LIHTC and other affordable housing program compliance preferred
• Knowledge of HUD 4350.3, EIV, Reasonable Accommodation Requests, LIHTC income limits and rent calculations, Fair Housing, Real Estate Licensing
• A deep sense of community awareness and a determination to make improvements
• Proven ability to build trust with members of a community with different backgrounds, motivations, and concerns in order to obtain information and solve problems
• COS or TCS certification minimum required
Education: All educational backgrounds considered, bachelor’s degree or higher preferred.
