Job Summary
The purpose of this role is to develop, manage, and advance Comcast Cable's International Trade Compliance (ITC) program globally. This role sits within the Cable Legal Compliance team, with responsibility for ensuring compliance with U.S. and other applicable export, import, sanctions, and antiboycott laws is integrated with Comcast Cable's worldwide operations. The Senior ITC Specialist will adapt processes and capabilities to keep pace with evolving business needs, emerging trade issues, and the changing regulatory landscape.
Job Description
Core Responsibilities
In coordination with the Deputy Assistant General Counsel, advise and provide expertise to ensure compliance with U.S. and other applicable export, import, sanctions, and antiboycott laws.
Manage day-to-day ITC activities with respect to the shipment of goods, software, and technical data, and the provision of services; foreign travel; engagement of vendors; compliance due diligence processes and screening; and other international activities.
Assess current ITC policies and procedures against best practices to update controls and strengthen program.
Undertake compliance due diligence reviews and screening of international customers, vendors, and other third parties to identify and address export, sanctions, and anticorruption concerns.
Perform or assist with export and import classification of hardware, software, and technical data.
Maintain export-related records as required by law.
Participate in internal compliance assessments and audits on a periodic basis.
Proactively monitor and analyze developing trade issues, government, and regulatory changes and implement compliant solutions to ensure business continuity.
Provide guidance and assistance to the business in the development or modification of existing processes and work procedures to ensure ITC requirements are understood and addressed.
Assist in developing ITC training program content.
Increase compliance awareness through training of personnel, along with training on all aspects of ITC (e.g., U.S. export controls, Denied Party Screening).
Interpret and communicate ITC regulations, requirements, and strategies to varied audiences throughout Comcast.
Develop and maintain professional and dependable relationships with internal and external clients, including to enable and streamline ITC processes.
Provide guidance and evolve into SME for certain topics related to trade compliance such as government contracting and supply chain.
Job Requirements:
Bachelor's degree. While possessing the stated degree is preferred, Comcast also may consider applicants who hold some combination of coursework and experience, or who have extensive related professional experience.
Minimum of 3- 5 years' experience in International Trade Compliance.
Strong knowledge of U.S. Export Administration Regulations (EAR), U.S. import laws administered by U.S. Customs and Border Protection (CBP), U.S. sanctions laws administered by Office of Foreign Assets Control (OFAC) within the Department of Treasury, and familiarity with International Traffic in Arms Regulations (ITAR) and U.S. antiboycott laws administered by the Department of Commerce and the Department of Treasury.
Knowledge of U.S. Harmonized Tariff Schedule (U.S. HTS), Schedule B Numbers, and Title 19 Code of Federal Regulations - Customs Duties and/or experience working with freight forwarders and customs brokers.
Critical and analytical thinking, sound judgment, and mental agility.
Excellent writing and editing skills, including a keen attention to detail.
The ability to work independently and effectively with all levels of management in a fast-paced environment.
Demonstrated project management and organizational skills to manage and prioritize multiple workstreams to meet various deadlines with high quality work product.
Experience with preparing presentations, slide decks, and training materials, as well as the ability to provide informational briefs and presentations to senior leaders.
Strong technology skills and proficiency with Microsoft Office suite (e.g., Excel, PowerPoint, Word, Visio), as well as a willingness to learn and adapt new platforms.
