Position Summary:

Directs employer tax account services, unemployment claims services and tax compliance reporting activities to meet employer tax regulatory requirements, client service, sales and growth objectives established for the business. Evaluates results to determine if performance objectives are being met and takes steps to remedy deficiencies. Provides strategic oversight for employer tax compliance management, ongoing client service, system and information technology, vendor management, employer tax reporting and claims management, including oversight for all activities relating to the creation and accomplishment of financial budget objectives, operating plan initiatives, client satisfaction, associate development/satisfaction/retention initiatives. Responsible for ensuring all employer tax and claims fiduciary, compliance and operational requirements are met. Establish and maintain positive and productive working relationships with state and federal taxing authorities. Works closely with the Tax and Compliance Executive in growing the business and enhancing the product service offering. This is a highly complex position demanding the ability to lead people, drive company's PEO SUI legislative positions in state unemployment agency work groups, maintain compliant with all employer tax reporting requirements and get results through others. Directly impacts the setting and achievement of State Unemployment Claims and all employer tax goals, client retention, NOI, associate retention, and bringing on new business.

Responsibilities:

Establish and lead the strategic direction for Employer Tax Compliance and State Unemployment Claims Services. Directs Tax Compliance and Services leaders and business partners through the process of translating strategic and tactical business plans into operational plans by establishing targets and implementation plans for process improvements, compliance, client service and product growth.

Develops and maintains a sound business plan for Tax compliance and State Unemployment Claims Services. Ensures the ongoing management of resources to accomplish service and business goals as defined in the product service plan. Lead relationship with vendors and internal business partners to drive operation and service goals and use resources effectively to accomplish tasks.

Provides financial guidance for employer tax costs based on annual forecast, additional tax assessments, voluntary contribution analysis and market changes. Collaborates with Division Finance and Area Finance Executives to allocate unemployment and other employer tax cost. Manages tax compliance and unemployment claims expenses and product budget. Partners with vendors to negotiate new services that result in tax and claims service improvement and reduce cost. Establish and enforce SUI risk tiers to maintain entity experience and strategic objectives. Works closely with the Sales to acquire new business in compliance with the SUI Risk Tier Model and maintain PEO SUI and employer tax costs.

Provides leadership for associate relations through effective communication. Ensures the assessment of management talent through proper succession planning programs so that key contributors are prepared for more significant responsibilities. Uses strategic objectives as basis for establishing performance management and incentive programs for leaders and other incentive-based plans. Assures that Tax Compliance, Employer Account Services, and Claims Services establishes and maintains recruiting, training and development programs, performance management and reward systems to attain the highest level of productivity for long-range success as well as systems to meet all government laws and regulations.

Remains up-to-date on developments in employment taxes and state Unemployment Claims field with regards to tax and claim law changes and how it will impact Clients' and ADP TotalSource's tax accounts and services. Analyze and interpret new legislation and market trends. Communicate the ramifications to area leaders, business partners, sales and clients. Participate in pre-legislation agency work groups and PEO industry UI task forces to support TotalSource SUI legislative positions.

QUALIFICATIONS REQUIRED:

Education: Degree or Equivalent in Education and Experience

Required : Bachelor's Degree

Preferred : Master's Degree

Major or Area of Concentration

Business Adminstration, Finance, or related field. Master Degree or equivalent demonstration of continue education in Tax or Business field perferred

Experience : Over 8 Years, Up to 12 Years.

10 years employer experience with emphasis on client service, compliance, operations, and product development. Expert knowledge of State Unemployment Tax and Claims regulations.

Management Experience Required : Yes

Proven project management skills-ability to direct and manage multiple projects

Strong analytical , financial and risk management skills

Strong leadership skills

Expereince in presenting industry, financial, and market infromation to senior mangment and industry audiences.

Strong negotiation and persuasion skills. Expereince in training industry peers, tax, sales, and service associates
